Since the Paris Agreement's adoption in 2015, building an international carbon market under UN governance has been a long and contested process. The Glasgow COP26 marked a turning point with the launch of the Paris Agreement Crediting Mechanism (PACM) under Article 6.4. Since then, PACM's Supervisory Body has developed new standards, methodologies and tools, drawing on experiences — and criticisms — from the Kyoto Protocol's Clean Development Mechanism (CDM) and the voluntary carbon market. But has PACM truly learned the right lessons? Can the mechanism be both rigorous enough to guarantee environmental integrity and accessible enough to drive meaningful climate action?
